Up until today I was under the impression that only people outside count towards increasing your newspawn chances. I read today that people inside count as well. Which is true?

Inside count as well. Unfortunately. It doesn't make much sense since newspawns never appear in buildings, so there should be a connection between standing outside and making them spawn.

So theorettically you could spawn in a seemingly empty town where everyone is behind locked doors

Or in a town where the spawn parents had just left, since I think the populations are stored in another table rather than characters being counted each time someone makes a new character.

Yes, the count only takes place once a day. And yes, people inside buildings are included.
