Can't remove projects at 0% completed

There are several projects started at the same time by the same newspawn character (not mine) that I want to delete. None of them have had any progress, and no one is participating in them. I get an error message:
ERROR: The project you are trying to remove is too new to be removed.=
These projects are over 1 day old. How old do they have to be before they can be removed. If it makes a difference, the initiating character is still in the area. I want to do this, because they are slowing the page down quite a bit.

Wish the time delay was eliminated completely, its frustrating for the people who wanna play, not just waste the land and move on. Argh.

If they removed the time limit, utter chaos would erupt! Some jerk wad would keep erasing your project just as you'd start it! *Laughs* I'm worried now.

That's why I was being sarcastic about being scared :P

What is the point of the limit anyway? It's just not that obvious to me... Aside from cancelling someones resource harvesting project that they just started that turn...

Again, you still can't delete projects if the initiator's still on it or in the location I think...if that's not how it is then that's how it should be. So says I.
