Shipyard

Sometimes my characters see an object "shipyard" in a town, but I can't find any information about shipyards. Is this an artifact left over from a previous incarnation of Cantr? Or is there some bug that doesn't let me build one? The Wiki doesn't mention shipyards.
There's one in Blackrock Shores if someone needs a location.
