I don't think it has ever worked for vehicles, only people on foot.

Aw, that sucks. Luckily I found out that changing it to 17-18-19ish also makes you go the same speed.

I've found you just have to keep adjusting vehicle speed, then checking if the other person is walking faster or slower.
