i have a crowbar, but i can't break a locked building lock

since when is that?

Are you trying it from the inside or outside?

Is there any difference which side this is doing? In English wiki is writen: "Both serve to control entry and exit to the building or vehicle with the lock, and can be destroyed from the inside or outside. "

Are you sure you are trying to initiate the project in the regular fashion, in other words by trying to walk through the door, get the "You don't have the right key but you have a crowbar, do you wish to proceed?" or similar thing? This is different from the "destroy this lock" button which only functions if the door is unlocked, you are in the same space with the lock and have a screwdriver.

Also, if the building is full or if your entering would cause the building to go over capacity then it will say that and not allow you to break the lock.
