does work and travel get completed on 'ticks'? for instance say I left a town, then realized I left my things and want to return. it shows 100% on the trip progress, but doesn't get done immediately. am I waiting for the next tick before it lets me finish?

Yes.

You'll have to wait. Travel ticks are a different time than project ticks, just to confuse it a bit.
