can a ship undock with out people in town seeing it undock.

i have a character who docked a raker and went into town and only went into one building to see if someone was there and came right back outside. he checked the harbour and the raker is gone, i was wonder if there is a problem, for another character in town never left the area and never seen the boat undock.

Unless you left it unlocked, it is unlikely that someone stole it so quickly. You should check to make sure you are looking in the right harbor. It is easy to confuse yourself that way in towns with multiple harbors.
As for undocking from a harbor without a message, I think so, but it has been awhile since I have been in a position to see such a thing. So if you did leave it unlocked or took your sweet time, it is possible that someone ran off with your ship.

well there was another crewmen on board, and only one harbour, so i am just curiuos, my character is lost and in a new land, just want to know so i can play the character properly..

If the ship undocked and didn´t vanish due to a bug you should be able to see it when you look at "Visible vessels & locations" under "Location" (as long as it´s not too far away yet). I´m not sure about the undocking message but maybe it´s only visible in the harbour? Just a guess though...

Sounds to me like your crewman nicked your boat.
If you're not in the harbour then you won't see the boat undock.

sadness to start, but i dont know how the ones in town didnt see it undock. strange to me.

They wouldn't have seen it leave unless they were standing in the harbour. You can only see boats leave from a town if they are docked directly to the town (not in a harbour).

Can a big boat like a raker dock to town? or only dock to a harbor?

I think only in the harbour, but don't quote me on that; I'm not completely sure.
