two of my characters, travelling on completley different roads, both had this message appear on the events list.

2170-2.18: You hear someone trying to break lock no. 5296517 at PPD Rekin.

Mind, i was in the middle of a road, and there was no one nor anything near me.

Is this a bug? and does this break the fourday rule, since it is insignificant, and it might be a bug?

Yes it's a known bug - see the known bugs thread in the support forum.
Same cause as the repeated messages on event screen - double button push + lag.
