Are these areas automatically set, or can characters create towns in the middle of a road?

Automatically set.

However, you can form your own in a location you arrive at that has no people or very few or no structured government. There may be opposition if there are people. You just can't create one out of thin air in the middle of the roads though.

Free-roaming has long been an idea that he wanted to eventually add to this Cantr version or put into the next version of Cantr, but has never been done. IF it is ever done, it will probably be another several years before it happens, at the very least.
