Newbie Question

I thought this would be the best forum to put this in... in this line:

2031-7.17: You see a man in his thirties talking to a man in his fourties.

2031 means the year that the line was spoken, 7 is the hour, and 17 is the minutes?

I just RP'd assuming that this was true, but then realized that I had absolutely no idea. So I figured I'd ask.

It's the day, not year. Time is calculated in days from whenever the time started rolling and somehow everyone seems to know which day it is without ever hearing it from anyone. Cantr years last only twenty days so in fact the world is just about 100 years old even though people were talking about a millenium when days 1000 and 2000 hit.
