Matching speeds in a vehicle

I can understand that matching speed from, say, a tandem bike to a station car is impossible because a station car is much faster, but why doesn't speed matching when you're in the faster vehicle work?
Why does it not work when you match a vehicle to a person on foot?
Is it a fault, or is there a reason for it?
