Can you dock to a boat that is itself docking if you are close enough to instantly dock to it between movement ticks? Is there any difference before it reaches 55%?

I have docked to another boat instantly, but never tried docking to a boat that was itself docking.
I'll try and tell you as soon as I find out.

Yes - you can dock to a docking vessel if you are close enough.
The amount of time left for the target ship to dock has no impact on the success of this action.

Is this an anti-piracy measure? Once you pass 50% docking there is no hope of evading being docked to yourself and it seems like something that could be exploited unfairly, especially with the notification.
