What tools are necessary to change signs? How is it done? What signs may be changed?

The paint brush. There should be some sort of a button. At least house signs can be changed, I'm not sure about ships and vehicles. But not landmarks.

The chisel and carving knife can also be used to alter signs.
The carving knife is better than the chisel which beats the paint brush (projects take less time)

I thought it doesn't take anything to alter house signs, but I must be thinking of changing what my character calls that house in his/her view instead of physically changing that house to another name that others could see.

Click on a building link. It will explain it pretty clearly there. If you are not holding a sign making tool, it will say..."You do not have a sign making tool." If you are holding a sign making tool, there will be more instructions.
