High gathering ratio w/o tools - Low ratio w/ tools

An Spanish player has this problem:

His char was digging for stone without hands and gathering 820 (of 750, being expert) grams each day. Now he has a pickaxe and he noticed that the gathering is only 1200 (of 1500, still being expert) grams each day.

Maybe he was confused and checked the ammount too soon?
Maybe he has to stop working on the project and then rejoin?

Tiredness effect output and there is a +/- 20% variation built in regardless of skill level - without knowing the full details of both the manual and tooled projects (set up details, state of the character who was working on them etc) I can't comment further but these figures are certainly within the margins of error.
