lol No, I don't think so. It's just being creative. Be that smoking something would make you lose the thing that's being smoked, you can just imagine it's a few grams off from what you eat. Now if you didn't have spinage, it would be a CRB but if the person is carrying it or in a location that grows it, I don't see why it should be forbidden.

You could consider notes paper... there has to be some substance to them for them to be passed around. You can just use notes for wrapping instead of writing.
