Well it's not just that, but there are also others who are locked up who knock incessantly for various other reasons. For instance I had a character who was locked up by a nobody who came across a key out of luck. I knocked a good eight to ten times in about five minutes. My character was pissed (granted so was I lol) but, he wanted out. It had absolutely nothing to do with annoying players.
If you think about it, it's not all that unreasonable to knock a lot if you fear for your life. If you're locked up in a building (wrongly or not doesn't matter) you're gonna wonder if you should be fearing for your life. I personally wouldn't sit in the cell and twiddle my thumbs.

It is worth reporting knocking if you think the player is having the char do it simply to get the char killed quickly, so that the player can make a new char elsewhere. Sometimes it might be hard to tell when its a player action rather than a char action, but the best indication might be if the char does or did other things that make you think its a player trying to get killed rather than a char throwing a fit over the situation.
So, knocking itself isn't a breach, but the PD can look into any situation when a player feels the knocking is a side effect of a bigger problem.
In such situations, please mention the name of the building the char is locked in, and also the name of the char if it's known.
