No.

If they walk out on the road, turn, and then stop, of course no one will see them turn around when they start walking again, because they already turned.

Perhaps you meant:

They go onto the road, stop, turn, and then resume?

And..

No. I went out on the road. Was told to turn around. Turned around. Stopped. Continued moving again, and was moving away from the town I wanted to get away from. And during that, it said I only turned around once.

It is not a bug, it is a well documented feature - Travel direction stored as the sign of the speed the traveller is walking from or towards the roads default destination - If someone stops then their relative speed is zero - but zero has no sign - this direction is lost and we have to assume the person is facing towards the default destination - This is mentioned on the direction info for that character.

So this is why I've ended up going the wrong way so many times? I thought I was just going nuts.

Anyway, can't this be corrected by simply making the minimum speed on a road a very small positive or negative number, so small that it is effectively zero but still has a sign?

I'll look at that but currently its stored as an integer so there are some ramifications - also travel will have to take that into account to avoid very slow creep over time as well as ensuring the descriptiopn of standing still is still shown instead of movement

Here, the infamous -0 would be of great help. It's a pitty normal integers do not support it.

Could you put in a rounding statement where the very small number was always rounded to zero in terms of movement but was still usable for direction?
