Attacking a man in a car

There is a man in Alenz Hills inside a sportscar. He should not be there and is attacking the woman in the car. When I try to attack the man, it says I am not in the same location. Have the rules changed? Can you drive a car into a town and be unhittable? or is this a bug?

Think it's a bug that's not fixed.

I've noticed if you're IN a vehicle you can hit a person in a vehicle, even if it's not the same one. Or if you're all on a road, you can hit a person in a vehicle.

You also can't whisper between vehicle and ground.

I couldn't hit someone on a bike then he left and went onto the road and I could then hit him.
