new locks on a ship?

Hi,
someone broke the lock of a ship, due it's gone now.
So I wanted to build a new vehicle lock, but I got an error
"ERROR: Du kannst dies nur bauen wenn du in einem Fahrzeug bist.="
It means in English "You have to be in a vehilce to build there", but I am in (or better on) the vehicle.
Maybe it won't work, because it's a ship, which currently is sailing and not docked.
Could that be the problem? Does anyone know who to build a new lock on a ship after breaking the first lock?

This is indeed the case. This showed itself up a long time ago, tasks for locks unfortunately can not be started on a boat when it has undocked.

If it were possible to have your boat dock, you could then begin making the lock. All you have to do is start the project. Once it's started, you can apply the Iron and work on it when undocked.

This is such an old issue, I can't believe it hasn't been fixed yet... maybe it just dissapeared from radar, or something.
