Character Spawning

A lot of my characters are on the same island and about half of them are nomadic...can I spawn an english speaking person in a different language city? I know I can only emote in the language and not speak it, but I think it would be fun and interesting.
When you dont know whats under the bed....look.

If you're lucky, you'll spawn in a foreign city while a pair of English sailors are hanging around.
That's your best non-CRB option.

And you can always take one of your nomadic sailors and sail them to another island, one mostly populated by another language group. I did that with one of my characters, and he's currently in a city with mostly Polish folks (and a few English sailors) and it's been fun.
