Works pretty much the same as when you try to make something that needs a machine present in the room, though

No, not at all the same. When you attempt to do something in a location that lacks the machinery, it gives you an error message immediately that alerts you to the fact the machine isn't present.
"ERROR: You can only build this when you are on a location with a lathe."
When you set up a fishing project to catch pike at sea using a fishing net, it will let you create the project. It's not until the project tick that you get a message saying pike isn't available at this location.
