Drilling & Resource Slots

I have a character drilling for coal, but on the activity page, it shows zero resource slots being used. I assume using any machinery to gather resources might do the same thing. Is that intentional or a bug?

I'm not sure if it was intentional but it has been known for a long while, so maybe it's just an additional bonus.

And yet water, which can be collected anywhere, counts as a resource slot. Weird.

Machines - quarries, harvesters etc, don't take up resource slots. That's the way it's always been.
