Fishing net problem

I keep getting this message:

1971-0.04: You have to be on a non moving boat at sea or on a lake to work on Fishing for salmon.

My boat is on a sea and does not move, what am I doing wrong?

You have to be undocked and not be moving (speed of 0).

Yes, the speed is 0 and the boat is not docked. Yet there´s still the error message.
