I'm working on it... have patience people, and all will become clear... :P

But seriously, I am working on this and a solution should become apparent soon. Also remember rope can be made with hemp, and the quarry will of course be much harder to build in some areas, as with any other project.

Logs and planks were never completed in game due to conflicts as to how they should be made which still hasn't be resolved according to my knowledge.

Stone quarry should not have ever been added as well since logs were never completed but I'm guessing someone jumped the gun on that.

I have everything set up for the quary now; rope and iron added to the project. All tools ready to build the shaving horse once I manage to build the logs needed for that (I do have the tools to make the logs).

The only thing I need now is a couple of kilos of timber. Or some brave resource staff member who changes the requisite resource for logs from timber to wood or who changes the wood I have lying ready to timber.

You can't build a digging machine (sand) where there's no sand, you can't make a carrot harvester in the desert ...

Why can you start a stone quarry where there's NO STONE?

Is this intentional, or a bug?

You cannot start a project for a stone quarry in locations without stone, I just checked with a character in the game.

All projects for stone quarries are in locations with stone
You cannot start one in an area which doesn't have stone

I was mistaken. I though the town I was in was surronded by mountains and didn't have stone in it. My bad.

It wouldn't happen to be Doryiskom, would it? There was a character there asking about such things, at about the same time you made this post (and there a plenty of mountains around it).
