Is it really necessary? The only reason I can think of for manual processing is to stop someone from naming their character something offensive, but couldn't that be dealt with IC? Other players can call that character anything they want, no matter what they introduce themselves as.

...just seems like it creates extra work for whoever has to approve the accounts, and it's frustrating to have to wait.

It's actually to stop people from having several accounts. It doesn't stop innapropriate names at all since you can only start an acconut with two characters anyway.
