I think that if all tools needed for a project are present no mater who's inventory they're in, it should work any way.
Ex: A cot takes
Hammer
Needle
Knife
PersonA Has the hamer and knife and PersonB has the needle. If they're both working on the project, it should work anyway because they're working in cooperation. Kind of like sharing the tools.

There would be an imbalance - some tasks (forging weapon blades) could be shared (and thus sped up) on a single set of tools, and others would not.
You could remove this by setting it so two people sharing tools would only work at half-speed each, and so on, but that would be hard to systematize (what if one person has multiple sets of tools?).
In any case, why not just have one character pass his tools to the other?
Too much programming for too little gain, in my opinion.

Well it won't change much
It'll be the same speed for two people working together on a project that have partial tool (together makes complete tool) set as one person with complete tool set. In jobs for instance, for someone to help another they need the complete tool set or they have to work on something different. With this implimanted you can have 3 people working on the same thing with only one set of tools... Won't speed up things but it could give people jobs instead of leaving them there asking for the tools to help...
