Here is what i was thinking, why not have a bulletin bored that you could build in town. Notes could be placed on them rather then on the ground. A note on a bulletin bored could then be copied with out picking it up since it is held open. We could also have a locked bulletin bored that required glass and iron to make. These would take a bit more to build but would make note thieves lives more difficult.

It's been suggested before, and actually sometimes my characters roleplay it as a "bulletin board."
