Door Pass or Key Pass

I'm sure this will get tossed out but worth a shot.

I'd like to have something like a swipe card. The holder could use it to get through locked doors, but not have the ability to lock or unlock the door for others.

Yay!

I'm not sure the best way to implement it (electronic card swipe type thing that can be added to existing locks vs having a master key with "lesser" keys that can't unlock). But I am hoping it will make town leaders a little more willing to trust people with access.
