continents? well... Laika/fu-put is kinda like eurasia, 2 in 1 special, then there's another sizeable one about a third the size, which is about equivalent in size (according to one in game map) to the island chain of the english/polish/russian regions combined
as for travelling inland from the sea via a different waterway... well we do have acces to 'PAK' because of the canals through djorf, krif and djorf hills south leading into the lake.... there's also the canals going into lake xiria giving a few towns there similar access

Going back to trains,
I agree that there developement should be indepent of roads,
Rather they should be a building/machine the presence of which allows a train to go to all ajoining locations with another building/mahine.
In other words you need rails as a machine present to travel to and through and a building to stop at the location otherwise you have to continue to another location.
Location (A)
Rails present
Trainstation present <location must have rails in order to build this
Train (TypeII) <this where you direct the train with attached cargo/passager cars to said available locations>
Cargo/passager
Train (Type hand) <two person slow, limited weight, ?can exit at locations with just rails? Just a thought...
Location (B)
Rails present but no trainstation, can travel to but can't stop at. This will allow communication an passing of goods but not people. I can give you my potatoe and you can hand me your grapes but you can't get on and I can't get off.
Location (C)
Rails and trainstation present can stop here
Not a prefect suggestion but that is my thoughts on it.
As for fuel??? wood, coal, water, <maybe make it dependent of the engine type...
