Suicide Button
Why not have the ability to kill off your own characters one at a time but then limit how often you can create a new character. This would eliminate the crazed suicidal newspawn syndrome and still prevent people from creating characters and killing them in oder to get one at a certain desired location.

That would be fine if that's what happens but it doesn't work like that. People spawn, don't like it and then run amuck. Players get frustrated and just kill such charries (sometimes). This (IMHO) has the opinion of "cheapening" life in the world of Cantr.
As for penalizing...why? Should a brand new player create 15 characters right away? Do experienced players create new charries all the time?

A suicide should result in an occupied slot in your character list for a certain amount of time. (maybe a month?)
I think suicide is a much way better to let a player get rid of a character than the usual starvation. What's the purpose of all those zombies in town?
That way, suicide will not allow the player to create a new character.

How about creating IG ways of killing your character without having to fall into the unrealistic heart attack in the early 20's. Throwing yourself on a sharp object, or down a cliff, or cutting your wrists with a bone knife, or on coastal regions to go underwater and hold your breath. Nothing would be idiot proof, there might be things like chickening out, or in the slower forms of death, someone coming to rescue. Ok.... we would have a bunch of tortured teen spirits fishing attention with suicide attempts, just like in real life...

I always said that death should have a penalty, but any type of death, not just suicide. A month is a little unrealistic, but a week would make me happy. That way, if someone spawns where they don't like. It would be best to just walk to another location instead of getting themselves killed.
