There's a good example of what Cantr technology can do.
So, it sounds like this is accepted, but needs some programming work, as many things do.
Perhaps we could just start with balloons and landing pads, or whatever it would be called.

Balloons should be able to "dock" to any location without a special building, so at first we wouldn't even need a landing pad.

Yeah, that should be fine. Balloons would be fairly slow. Other towns would have to make a balloon in order to chase one if they leave the island (though I suppose you could do a boat chase too), but that applies to boats too.

basically looking at the sea craft and making a set for the air
one that's really small .. maybe call it an Ornithopter? it would be along the scale of a dinghy.... actually, it should be able to dock to skimmers, galleons, rakers and soarers, as well as some of the larger air crafts like a zeppelin.
could be similar in materials to a tandem bike plus wings
a hot air balloon could be larger like a longboat or darter equivalent for the air.
a zeppelin would be the flying galleon of fuel-less air travel
the hot air balloon and zeppelin could each use a lot of cloth, and wood/metal(zeppelin), reed/grass(balloon) and raw gas, and some ropes, the zeppelin could accept a speed upgrade of sails OR wait until fuel is figured out and have an upgradable motor to make it faster? just a possibility to consider down the road.

No, you were talking about what a hot air balloon (and zeppelin) should require.

Correct. Propane is heavier than air. Your zeppelin would not float anywhere.

Hydrogen could be made out of water, using some special glass/copper equipment and an energy source (an electricity generator running on oil or gas).

That would be for hot air balloons (who cannot really be steered, but float with the wind). Zeppelins need hydrogen or helium, and propellors for propulsion.

The glowing iron reduces the water gas to hydrogen. That's how airships were filled.
