SOLUTION!
Coaster harbours can have a set amount. Ya know nothing random. Because they have a set size...
As for the beach problem, make that random kind of like the resource gathering change. Any coastal towns could get a random number assigned which represents how many may land on their SHORES.
This change would represnt the amount of beach room there actually is. Or maybe make it NOT so random per location depending on obvious size of some beaches.

To bring up another aspect, about boats docking together to make offshore cities.

Whattaaa ok I mean beach only means a shore with sand on it but I think in this case it doesn't matter if the shore has grass on it or sand, you can still pull a boat in there be it mud, sand, stone or grass. Maybe not biiiiiiiiiig rocks though, and reeds. So maybe some locations would have less space to dock because they're very rocky and some because they have lots of reeds. Then you could start a project to tear away lots of reeds and end up with more space. Also you might mine rocks in the water and haul them away and get more space. Also you could fill your harbour with stones and sand to prevent boats from docking there. Since it would be all unnatural to clog the harbour with boats, especially if you could dock on to them boats and steal them (you can do that with a dinghy, right?).

I think if any limits were set, it should be on the other end. A landing dock or similar structure should have limited numbers of slips available. A large ship requires a deep water slip, the size of the dock limits the number of large ships that the harbor can land.
As to smaller ships, I can't imagen a beach so crowded that you cant push another rowboat on the shore. Worst case, throw an anchor and wade ashore.
On a side note, I would like to see a higgins boat (think D-Day) a fairly large craft that is designed to come ashore without docking facilities. And of course, the current system that allows small boats the advantage of being able to dock with the larger and not vice versa makes no sense. Perhaps the larger ship could "come alongside" the smaller ship. When alongsides, the people in the larger boat should have an advantage in fighting those in the smaller as they have the high ground.

I wish someone would add information about Coaster Harbours and Landing Stages in the Wiki soon. I don't understand what they are other than that boats dock at them. What is the difference between them? Does one completely block boats from landing at that town? If not I think we need something like that. Actually, what I mean is, boats can only dock at the coaster harbor or landing stage and, if it's locked. then people can't get into the town from the sea.
