Jos was saying earlier that there ARE genetics for this sort of thing. Possibly not visible yet, though.
I don't believe you should be able to decide what your character looks like, anyway. We didn't get to decide. It should be a factor (for now) of what two random people in your town look like when you spawn (which would lead most towns to have a sort of 'ethnicity' after a while, or lots of them, and what your parents look like when babies are implemented.
That's not to say I don't have an idea in my head of what my characters look like, of course. But I do think that it should at some point be not-player-option.

Like said somewhere before though, the existing characters should be able to fill in their outlook traits since it wouldn't make much sense if someone has been for decades been rp'ing to have brown hair and then suddenly they get random traits that say they got blond hair. I have never seen an offical rule forbidding to describe your characters as long as they stay humans, so for the most I know what their eye, hair and skin colours are. Sudden implementation of random values would feel totally alien. And besides if they were regional, you couldn't track who has originally come from where, I have a character that was spawned near Blerk and has been as far as Jakara. So logically he should look quite different from people on Reniov region. But if regional traits would kick in all of a sudden, he'd most likely look like every guy nextdoor and there would be no reason to presume there goes a stranger.

Shouldn't have been RPing invisible traits like that in the first place. eye color, hair color...they don't work right if the game doesn't support them, and so far it hasn't.

Yeah but this is an unwritten rule. People logically believe that when said "Cantrians are humans" it also means they have normal colours. Though seen some special ones, like Mr Bluesummers who has blue hair, and very well played that is. But the concept of what a human looks like is so deep in us that if Jos wanted us not to RP exterior differences then there should be a big rule about it stated very visibly. It's not natural to presume people are colourless. I have some characters which outlook is not defined but I automatically presume they are Caucasian with brown hair.
