Having the rig consume fuel would not make much sense, at least if the fuels include propane. Since a gas purifier and the necessary fuel to purify gas are not that hard to get, this would essentially equal a higher base production rate. I'd rather have it work like an oil rig with a constant output.

I'm more than a bit reluctant to make make gas/propane cheaper, since it affects quite a lot of thing, but since it's true that the overall efficiency is quite heavily limited by the refinement step it would probably be okay.
