Ah, I see. The current name might not be the final name. Would it be an option to send the report package with a delay? For example the 3 oldest reports every 3 days?

You want to know who is done and who is not. If people turn on or off their turn reports, you want to make sure you get everyone.

Not that this is the right place to get into technical details, but we already have the functionality to check what turns have already been reported. The only thing we would need to add to the db is a flag that says if the player want the reports automagically or not.

I think its the right place to get into technical issues when the issue it was turned off for was a technical issue.
