A lot of projects in Cantr require special tools because of balance issues, for example the asparagus harvest knife, or the makisu for making sushi.

just use a battleaxe, and rp it as severing the head.

Yes, but cutting off heads is not exactly unbalancing the game. It doesn't give much of an advantage to the decapitator (in terms of game mechanics).
And I wouldn't worry about headhunting newspawns. A week after implementation most civilized towns would have a law against desecration of bodies and usually there aren't that many corpses lying around anyway. Severed heads would still be pretty uncommon. (Except for uncivilized regions, but they are barbarians anyway :P )

It just seems as if it will become one of those things that new and bored players do just because they can - like building rafts and sailing off to unknown shores, with no food and no plan.

It would become the anti-social annoyance to supplement note stealing and petty theft. Some person beloved by the town would die, and a newspawn would behead the corpse for fun.

Make it a two hour project that can be cancelled even if work had been done on it. That way no one could do it in an instant even if they were abusing knowledge of when project ticks happen, and people would have time to drag the person away if necessary.

Maybe there should be a selection of steel or more valuable tools to be used to decapitate - a hacksaw, definitely, a steel battle axe, and maybe a guillotine should become a machine that could be built.

You just damn complicate everything. What about if the newspawn decapitate a body, who cares? Just kill him and have the pleasure of ripping his head off and opening his body as answer. No need to special machines or such. Even more, make possible to put a severed head on a stick and put it like a trophy. "To the headhunters, a warn" Heh, just direct, perfect!

lol... Well, I agree with Gran's signature. A 2 hour project should fix it. But I don't see anyone taking off someone's head with a bare hands... At least a bone knife. Don't think there's a need for a machine but if a bone knife ain't enough then just most weapons. Axe's and such should do.

Its preferencial that only good blades and axes do it. Bone weapons, wooden or knives mostly aren't capable of dacapitating someone, except if the executor is quite a tough brute. Bare hands are totally uncapable of doing it, that is playing Chuck Norris.

One way of doing it that wouldn't require an awful long list of options would be using the hit value. Except that I think that is recorded as a string in the database... but anyway, if it was an integer, you could just run a query for select some fields in objects where hit>20, and that would produce a list of weapons big and sharp enough to remove a head.
