A note to the reader: I've read most of this topic, but not all of it, and I don't feel like searching, so if this has been suggested already, feel free to say so and/or take moderative (it's a word in this case, okay?) action.
Perhaps the lethality of the poison could be determined by either the cooking skill (probably the most realistic), the fighting skill (if nothing else but knowing how human systems work and how to disable it from whatever standpoint, but not really realistic, as this can be roleplayed), or a combination of both.
The strength of the effect on the victim could be determined by the victim's strength and/or fighting skill, probably the former.

I don't think fighting skill or strength would need to have any factor in this; in fact, it would be a good way to add a non fighting/strength ability element to combat.
