Extensive private conversations which are not about sex should also be taken inside, in my opinion. They come off as rude and annoying to everyone else.

Maybe every town needs an unlocked House of Private Discussions.

Maybe towns need to start banning excessive whispering altogether.

Sure, those people may be having sex right in front of the spouses they're cheating on, but they also might be planning to overthrow the government. Better arrest them just to be safe...
