This all seems great Jos, but I do hope you will consider the addition of freeform text descriptions on top of your given random features...for reasons given above.
Simply having "green eyes, brown hair" etc. doesn't really create that sense of life in a Cantr...because they would share the exact features with so many other people. It is better than nothing...but I see no real reason for not allowing free text descriptions.
I'm sure the PD could handle it. First of all I don't think everyone will use that option and secondly if it is programmed with leaving room for a motivation people won't abuse it. I agree with what you said about changing hair color should demand dyes etc though.
Seko will probably not be able to change her characters facial expressions etc, but it would at least leave room for a character to change their appearance in form of hair style etc. and would also be able to change after their experiences. A rough life filled with sadness often leaves their impression on someones features for example...
I just think such a feature would bring so much to Cantr. As it is now my characters doesn't feel quite alive to me...you are so handicaped in the communication with other characters because you don't know anything about them from the start. But with freeform descriptions you could fall in love with that girl with the cute smile...or keep a close eye on that rugged man with the scarred face. You could also describe people much better to people. If you are tracking someone down you could ask where the man with the grey beard and the pony tail headed instead of relying to the minimal chance that the person you are tracking left his name.
By the way weapons leaving scars is great, but you can get a scar simply by falling...so there should be room for scars even without a physical event. Weapons crippling people would be even greater and also open up the possibility for real doctors etc.
