Passing stuff vehicle to ground should be visible to all.
Seems a bit arbitrary that you can pass stuff to or from a vehicle and not be seen by anyone else.

Agreed!
Passing stuff ground to vehicle should be visible, too, from both inside and outside the vehicle.
I think I'd notice if somebody were passing a large chunk of cotton through the car window while I was sitting in the car.
