Well, I've only been playing since late December. It could not have been implemented then. It had to have been within the last couple of weeks.
Limiting participation makes no sense. What is the purpose?

I was gonna say i know it didn't used to be that way, back when i had chars in sring sri we had a whole bunch of people working on one bread project. Otherwise it just took so long. I was suprised to find when my char went to help on some bread projects recently that she couldn't cause two people were already on it. They are bigger projects like 15 or 20,000 grams too. It will take forever.

No, it has been around for the past couple of months. Perhaps the project you were working on was started before the change.
But the purpose is that you can only have so many useful people working on a machine at a time. Too many people and it gets crowded and aren't of much use. That is the philosophy behind it.
