If this is marol's suggestion, does it mean that marol would also be ready to program it himself it it's accepted?

It'd have crucial influence on the game, so I'd like it to be more discussed.

Well, let's think of objections...
The whole concept of the game is that, like in RL, you should have no influence on where you are born/spawned and must make the best of it. Is implementing this the thin end of the wedge and will be followed by requests for particular characteristics?
Actually, I can't think of much to complain about. If you get heaps of people wanting to be spawned in remote areas, then they soon won't be deserted, and the program should stop sending them there - but this is still a distortion.

I think this will decrease the number of unwanted characters and increase player enjoyment. We lose a bit of realism, but this is one place where realism is an enemy of playability and not a friend. I think it's a good idea.

I think we should do it. I would also like to point out that the argument of realism within the game is no longer valid. When we discussed no death and the topic of an age limit it was shot down. One of the arguments for it was realism that their should not be an immortal amoung us. Another reason for it being shot down was the fact that we shouldn't alienate the older players because they make up a large chunk of our players base. If we are going to sacrifice realism for keeping players shouldnt we sacrifice realism for the possibility of getting more players?
