Destroying locks without a screwdriver should be impossible

You shouldn't be able to start a lock destroying project without carrying a screwdriver.
As it gives that "You hear someone break the lock on something" message

Destroying locks is set up like any other standard project. To set up a standard project you don't need to have the relevant tools . You do however have to posses the correct tools to progress the project .

Then can't we possibly set it up as a locked door entry breaking?

It's rather annoying when a newspawn enters your "community center" and starts a unlocked lock breaking project.

Yes, it is very annoying indeed. However, what if someone, a spy, walks in, starts the project, laughs and acts like an idiotic newspawn, then another man inside begins actually breaking the lock when the 'idiot newspawn' walks out?
It ruins plans like that which IRL would work, ie drawing attention to someone else while a person in the background completes a task.

Edit: Just an opinion, not sure if that would work, but hey! XD Sorry if I'm stirring things up and making this implementation slower! :?

Actually, man, if some newspawn walks in and starts the project, you can't cancel it until a waiting period is done and something might keep you distracted so that you forget the project is there. Then someone inside with a screwdriver can start working on the project without making a sound. Would it be legal?
