Shields need to be more effective
Any shield at all should provide some defence, even a bone shield can get in the way of a crossbow bolt and slow it down, even if it cannot stop it. Having one is useless if when a madman attempts to slaughter you your shield helps not at all!

It could be perhaps your character is no good at blocking things. And you're also trying to stop a high-powered arrow with a shield made of bones strung together. The bone shield is fairly useless against one of the more deadly weapons in game. If you had, say, an iron shield, you'd probably fare much better against that bolt.

Haha, I think I know too. But anyway, if shields were increased, would it also mean this madman with a crossbow and iron shield would be even more invincible? So it would be all about who strikes first, because if you'd get hit once then after that you couldn't get any significant damage through the iron shield, especially if it went higher.

After all the criticism staff received (quite rightly, in my opinion) for lowering the shield values, I doubt they will raise them again.
