I understand that situation, but it is still quite rare. And if this person just goes nuts without giving any signs first then either you can't read their emotions or they are a lousy roleplayer. It rarely happens totally out of the blue, and if it's an impulsive thing, first of all they'll quickly calm down and second, you think one would first hit everyone in town and then come steal your stone hammers? I doubt very many people would set their weapons and shields shareable.
If someone knew that you wouldn't loan them tools/weapons after they've started attacking people randomly then surely they'd borrow the tools first and start the killing spree only afterwards, am I right? It would be possible to program cancelling allowances automatically if the character attacks you or attacks two or more other people in the same day while you're watching. That's more automation.
If the feature was added, no one would force you to use it. By all means, keep your boneknives private.

It is already possible to lend out your tools to whoever you deem appropriate.
No new game mechanic is needed.
