You tried starting one from scratch? The one I saw had lots and lots of players.
People getting scattered sounds like people don't want to play with other people, which isn't really a problem, if that's the way they want to play.
I was kind of hoping to find people who wanted to play with other people.

I'd make a third person shooter persistent zombie survival game with an extremely simplified physics engine for barricades and building buildings. It'd spawn you somewhere in a huge city maybe on the ARMA scale of
things with a physics engine like Crysis. HELL YEAH.
Note: Unless their CPU clocked at 20GHZ and a 256mb cache, no one would be playing this game. Not that Crysis had great physics, they weren't great. I'm just saying like, it'd have a massive amount of physics objects. Most engines crap out if you have too many entities anyway ;-; fricken source engine.

Without the NPC's.. The players form the communities. Only animals will be played by the computer. There will be player raiders, etc.

Why NPC's? They pretty much take away from the experience. For me, that is.
If you'd put even one of them in Cantr, for instance, I'd leave immediately. (Don't you go get any ideas.)
And I hate pretty much all NPC vendors in every game.
But that's just my opinion, of course.

Well, even if we start with just a few players.. The world should not outlevel the players. Imagine megaton with two persons and twenty robots for inhabitants...
