11: one who was supposed to change it but went inactive, one to hold the election for a new lightbulb changer, 3 and one sheep to run for lightbulb changer, one to raise tax money to buy a lightbulb, two bankers to handle the transaction, and three citizens to complain that the whole process was mishandled and contradicted the constitution.
