docking boat to boat

is it possible to own two boats, and have them attached, and drive one while dragging the other around with you? like a longboat and dinghy perhaps?

Yes, but you need an assistant to help with the docking process since both ships need to be on the sea - or at least it used to be that way. I've seen a "you are close to no place where you could dock" while docked to a harbour which gives reason to think you could possibly dock to other ships while still in the shore.

So, does a boat have to be stationary to dock to it, or can you dock to a moving boat?

You can only dock with a moving boat if you are close enough (virtually on top of it) so that you dock immediately when you select the docking option. Otherwise you get a message saying that the target was moving.
