Does the Player Dept monitor which charries are controlled by the same users and whether they're getting or are too close?

I'm in a situation with one of my charries where it appears at least 2 (possibly 3) others are working together, and i've never seen them talk to eachother, being in at least on of the other charries pesence at all times

Yes, they do.

It's better overall if your characters don't cooperate with one another, because it's easy to break the CR that way. If you have to have two characters in the same location, make sure you treat them as you would a character that isn't yours, and you should be OK.

But, then again, you might not be OK. I like to keep my chars' interaction with eachother to a... nonexistent.

its not my charries that are there, just one of mine, but 2/3 other charries are seeming to work together
