The government isn't corrupt. It's far from it. It's just that a lot of people don't like the way it's run. Now Siom would be a corrupt goverment or even Krif. A corrupt government is one that is suppose to work one way but actually works another way.
And yes, you are a villian in the eyes of the people of Alexian Empire. You gotta think outside your own thinking.
Now the greatest villian ever is definitely Maynard Leeward.

I don't have a villian, but the root of one is in one of my chars. I don't want this char to be villainous, so I hope no scheming chars unlock a door to something they don't realize is there.

I would guess that Sester Gartaf would be a villian in some eyes but there are a lot of characters who are fanatically loyal to him. Even more loyal to him than the Emperor.
One character that was suppose to be a villian was Zak DoUrden. He was killed by Alexi Romanov long before he could show is colors though the entity he created is slowly entering that scale of villianous. In fact one of my characters is a member of that entity.
I currently have another villianuos character but he has shown in true colors to only a few people some of which are now dead. But he is creating quite a ruckus in one place currently.

I only have 1 character who I think is turning into a villan. I can't say who it is because he is quite popular and it wouldn't take too long to take him out.
All I will say is he isn't really scemeing anything. He's just building up the potential to be devistating. The only bad part is it isn't the characters idea. so he probably won't be as remembered as the real person who's planning it who is even more popular.

I have a very villianous character but, like all true villains, isn't just plain EVIL.

I think there's a whole group of villains out in the open within the Alexian Empire. Just everyone thinks it's the government. It is no longer so. The government is now just the whims of a few people. It truly fell when Agop went to sleep, Naron had problems that attracted the cars away, Sgt. One Eyed died, Captain Midgey left off to deal with things (and is still off in Xiria), and mostly now that General Sester Gartaf, Charlie Parker, Senecca Hawthorne, and Barney Funkle have the most power there and run the town. An empire's no good unless the empire truly leads and the rules are followed. And it's practically a criminal group with their people skills. Don't bother talking with new spawners, just spout that they broke the law and must die. Whatever happened to "Hey, I see you're new here. You are in the Alexian Empire. Please look at the laws, as you are breaking them. I understand you likely do not understand how things work here. I hope I can help you.". Actually trying to work things out. That's how it was when all Agop, Charlie, and Midgey were dealing with new people. Now it's just "You are breaking the law! Stop or die!". And then they take all the citizens resources and hoard them. No more citizen's quarters, no taking citizens to the outlaying regions within the empire, no effective manager of either citizen productivity or citizen recruitment, no building of tools or vehicles to improve the lifestyle.
The leaders have forgotten the mission. And those that haven't are thinking of a different mission. I suspect this is mostly the case. Frankly, I'm glad all the new spawns are killed. No more power to the now corrupt, ineffective, unproductive, merciless, no tolerance empire. The former glory is gone, and I wish death upon the lingering impression gone wrong.
First I hope they take out Alenz Hills. That would spice up the region.

Yeah, it's also funny how all those leaders don't even communicate. Otherwise maybe someone would have recognized my char and told Sester that he wasn't a criminal. No, I'm not still pissed ^__^
Good thing I have another char who truly fears and despises the Empire ^____^

One of the greatest villians of all time but seems to have been forgotten is Al Abhol....

What a sicko that guy was.
